The horse-drawn carriages that are a favourite with tourists in Vienna are to be subject to stringent new laws to protect the welfare of the horses after widespread and prolonged criticism of the conditions they face, reports the Austrian Times.

It is thought that legislation will be in place by the end of the summer to force carriages to keep licence plates and log books of animals
